Day 38 of Israel-Gaza Conflict: Significant Developments Amid Ongoing Hostilities

Published November 13, 2023

As hostilities continue on the 38th day of the Israel-Gaza conflict, the human toll and wider impact on infrastructure remain at the forefront, alongside various diplomatic efforts and military actions.

Humanitarian Impact and Ongoing Clashes

With the collapse of vital medical infrastructure and disruption to communications, Gaza's Ministry of Health has been hindered in providing regular updates on casualties. After a three-day gap in reporting, the government media office in Gaza reported the death toll to have reached 11,100, which includes a significant number of children and women.

An Israeli air raid claimed lives in Khan Younis, southern Gaza, heightening the fatalities on Monday. In response to the escalating conflict, the United States executed two air strikes in Syria targeting Iran-linked facilities, adding to the regional complexities.

On the Israeli side, casualties were also reported with the death of two soldiers and another critically injured amid encounters with Palestinian fighters. Israel's military retaliated with airstrikes on Hezbollah targets in southern Lebanon, following Hezbollah's missile attack that injured Israelis.

Crisis in Gaza's Hospitals

Al-Quds Hospital, Gaza's second-largest healthcare facility, halted its operations due to a fuel shortage. More dire was the situation at al-Shifa Hospital, where staff members faced the grim task of managing numerous bodies while battling with the suspension of services to new patients. Despite these challenges, the World Health Organization managed to re-establish communication with staff at al-Shifa.

Meanwhile, tensions rose between Hamas and the Israeli government over the provision of fuel for hospitals, leading to mutual accusations. Compounding these issues, White House National Security Advisor Jake Sullivan expressed the United States' concerns over the impact of conflict on hospitals in Gaza. Additionally, the European Union pushed for a cessation to allow for patient evacuations.

International Diplomacy

Memorials were held at UN offices throughout East Asia, with flags at half-mast to honor colleagues lost in Gaza. Similar commemorations are expected worldwide. As part of diplomatic pursuits, US President Joe Biden conferred with Qatar's Emir, emphasizing civilian protection and the urgency of humanitarian aid, which resulted in a call for an immediate ceasefire. Concurrent with these efforts, Hamas announced the suspension of hostage negotiations, underscoring the complex interplay between military operations and the diplomatic landscape.

Turbulence in the West Bank

In the occupied West Bank, the toll of violence continued to climb with the reported death of a man in Hebron amid confrontations with Israeli forces. Clashes in Nablus and an explosion in Qalqilya further signified the widespread unrest on Monday.
