Circle CEO Anticipates Upcoming US Executive Orders to Broaden Crypto Utilization

Published January 20, 2025

In a recent statement, Jeremy Allaire, the CEO of Circle, indicated that he expects executive orders from the U.S. government to be issued "imminently." These executive orders may pave the way for banks to engage in cryptocurrency trading, allow them to offer crypto investments to high-net-worth clients, and enable the inclusion of such assets in their investment portfolios.

Circle is well-known for being the issuer of USDC, a stablecoin designed to maintain parity with the U.S. dollar. By market value, USDC is recognized as the second-largest stablecoin and holds the position of the eighth largest cryptocurrency overall, according to CoinGecko.

With the inauguration of President Donald Trump, who has expressed his intention to be a "crypto president," there is anticipation that he will push for measures to alleviate regulatory hurdles surrounding cryptocurrencies. This could significantly promote the adoption of digital assets in the U.S.

On the day of his inauguration, Trump's own cryptocurrency experienced a surge, reaching close to $12 billion in market capitalization.

Allaire mentioned in an interview during the World Economic Forum's annual meeting in Davos that he hopes to see the repeal of the Securities and Exchange Commission's Staff Accounting Bulletin 121. He described this regulation as being punitive towards banks and financial institutions, effectively discouraging them from retaining cryptocurrency as part of their assets.

"This is an important aspect to keep an eye on as the executive orders are rolled out," remarked Allaire. He elaborated that Circle is already engaging with banks as commercial partners, showing the practical interest from financial institutions in the cryptocurrency space.

In addition to these expected executive actions, Allaire foretold a surge in legislative activity from Congress regarding digital asset regulations. He emphasized that significant work from committees related to cryptocurrencies is anticipated to occur in the coming weeks.
